⁴⁷ We give this counsel in order that the rights and duties of employers may more and more be harmonized and reconciled with the rights and duties of employees, and that the associations representing the interests of each "will not seem like armies ready to make or repel attacks in such wise as to make the enemy more resolute or to incite counterattack, or like a river which engulfs every obstacle in its course; but like a bridge which joins opposite shores."(16)
