30 Nevertheless, men recruited from the ranks of the laity will find it difficult fully to achieve their goal, if the clergy, either foreign or local, will not plan, at the right time, the program which We mentioned above, and which the first Vicar of Jesus already outlined in the following words: "You, however, are a chosen race, a royal priesthood, a holy nation, a purchased people; that you may proclaim the perfection of him who has called you out of darkness into his marvellous light."
