²⁴ In order to bring about the changes and alterations of dioceses as set forth in numbers 22-23-and leaving untouched the discipline of the Oriental Churches-it is desirable that the competent episcopal conferences examine these matters each for its respective territory. If deemed opportune, they may employ a special episcopal commission for this purpose, but always taking into account the opinions of the bishops of the provinces or regions concerned. Finally, they are to propose their recommendations and desires to the Apostolic See. III. Assistants in the Pastoral Office of the Diocesan Bishops 1. Coadjutor and auxiliary bishops
